I have always thought that all speedos read a little high (eg, 210 when doing 200, etc) for legal purposes. You wouldn't want things the other way around (reading 200 when doing 210), and it is probably just a querstion of how much tolerance is given. My guess would be reading 5% - max 10% fast.
