I'm quite sure that the dark blue one is a Koenig. Or at least the car has many "Koenig body parts".
It certainly is different from the Koenigs I know, so it seems that the owner added some details of his own. Of course, that's possible at Koenig. Some people just buy parts at Koenig, and do the rest themselves. For example, I've never seen the three small holes behind the real wheel before. This car also seems the have round lights (like the F512M). But I would still describe it as a Koenig. And I really hope to see that car in May!
By the way, the white Testarossa on the picture seems to be a Koenig too. That would be a "Koenig Competition" (the "simple" version), and not a "Koenig Competition Evolution II" (like the dark blue one).
