Yes to both questions. Timing belts need to be replaced at 30,000 mile increments. That is a fairly pricey job so you will want to ensure the car has already had it done. As for the mileage, I'd say a well-maintained higher mileage car would offer you fewer problems than a low mileage car that sat around for years. Ferraris are meant to be driven, they don't like to sit. My car had been sitting for over 6 months when I bought it. All the leaks and squeaks went away within 2 weeks when I started driving it.
Do be sure that you get a PPI, but I wouldn't be scared of a 12 year old car that has 100k on the odometer.
