should 308 rocker panels be smooth?

I am looking for a 308 QV to purchase. I looked at one recently and noticed something that I thought unusual but being unfamiliar with Ferrari's I was unsure. The area between the bottom of the door and the bottom of the car, what I call the rocker panels, seemed rough to the touch, textured perhaps.

The car has fresh pain and other than the roughness in that area seems excellent. Is that area supposed to be textured or rough? The dealer made some vague comment about "undercoating" so something when I asked about it.

It is an 83 therefore did not have the factory rustproofing that began in 84. If any of you have hints on other issues I should be looking at on this car, please let me know. I read the 308 buyers guide here.
