I personally think that driving topless (for females under the age of 40), regardless of speed, should be limited to a fine of $2. Might encourage more of that kind of activity. $1 if the car is a convertible or spider.

Ed- That is the main problem. We do not want them to drive drunk, but imbibing increases the odds of them being topless. A quandary, for sure.
