they do in CA too. One officer actually stopped me a few years ago and said he 'knew' I was exceeding the speed limit and he estimated it at 30-35 in a 25 zone. He went on to say he was 'trained in the technique' ... sort of a Barney if you ask me. He 'let me go [this time]' It had so much humor that I was about frozen in the moment listening to his non-sense, and wondering "wonder what the fellow officers think of him".
