Does the GST/PST applies on private purchase also?

I was wondering,

Does the GST/PST applies on private purchase also?

As many times i've read in Luxuary Trader something like:

private sales, No GST NO PST.

Unfortunately yes they both do, G.S.T is always but the P.S.T you can sometimes avoid only if the car has been registered in your Province before and I take it has not.

You'll pay the PST in Ontario when you try to get plates and a sticker for the car.
