Bypass pipes, why? (400)

Can anyone tell me what these silly little pipes realy do? Mine are forever leaking and I'm thinking of blanking them off but leaving them in situ for appearance. I have been told they do nothing but want to be sure. It's anoying when the noise of a V12 gets spoiled by hissing and the popping that it causes.
