89 Mondial Steering Rack Removal

:-? I have a 89 Mondial T Cabriolet and my tech is having difficulties removing the power steering rack. Do you have to remove the inner tie rods and lift it out or do you have to remove the under-car cover to get it out? We have the rack completely unhooked - we can't get it out of the car.
